Three things

The major parties in Victoria get fiddling to nobble the Greens in local government; candidates confirmed for Queensland’s Bundamba by-election; and Barrie Cassidy’s moustache strikes back.

Three things:

• The Victorian parliament has passed contentious legislation to change the process by which boundaries are drawn for local government elections, the effect of which will be an end to proportional representation in many councils and a return to single-member wards. This was passed through the upper house with the support of both major parties, and fairly obviously targets the Greens, whose local government footprint expanded considerably in 2016. The legislation is covered in greater detail by Ben Raue at The Tally Room. Relatedly, The Age reports Labor plans to endorse candidates across metropolitan councils at the elections in October, after doing so in only three councils in 2016. The Liberals in Victoria have never endorsed candidates.

• The closure of nominations for Queensland’s March 28 by-election for Bundamba on Tuesday revealed a field of four candidates representing the Labor, the LNP, the Greens in One Nation, just as there will be in Currumbin on the same day. You can read all about it in my election guides for the two seats, which are linked to on the sidebar.

• For those who have forgotten what a Labor election win looks like, Malcolm Farnsworth has posted four hours of ABC election night coverage from 1983 in two parts, here and here. The broadcast predates results at polling booth level and indicative two-party preference counts, which would have to wait until the 1990s, and without which it was difficult for analysts to read the breeze from partial counts in any but the most homogenous seats.

    If they are unwell they will be placed in the hospital’s one isolation room until, at this stage of the pandemic, if the virus is confirmed they will be transferred to the area teaching hospital.
    This will change as the pandemic evolves

  2. Would the LNP possibly be implicated in this?

    Social media giant Facebook is being taken to the Federal Court over privacy breaches relating to the Cambridge Analytica scandal.

    The Australian Information Commissioner believes more than 300,000 Australians have had their personal data sold for a range of purposes, including political profiling.

    The Commissioner launched an investigation in April 2018 after Facebook revealed up to 87 million users may have had their personal data compromised.

    Presumably if they have symptoms, but are not in need of ICU they get told to drive home and wait there until the results are known.

    It was wide-ranging, quite brutal, sustained but most of it aimed at emergency management; that the money for those affected by the bush fires is not getting to those in strife. Water may’ve been an issue for him too but I can’t recall. He sort of does one’s head in when he’s in full anger mode.

    In relation to the small country hospital, is there automatic support in terms of logistics if they are asked to go home and stay there? What happens if they are not stocked up?

    Who is talking about full isolation? Nobody.

    The real question that he needs to answer, if he wants us to trust him, is why travelers from Italy and South Korea are allowed in while travelers from Iran are not.

    Every province in Italy has recorded CV19 infections. The authorities in Italy are only barely in control of what is happening in terms of C19 virus management in Italy.

    1. A small country town which has significant social support systems – probably much more than a city
    2. As of last week the NSW HealthPath were doing 2 runs of tests per day but this will ramp up soon – should currently be a maximum of 48 hours for any facility in the state.
    3. At this stage after a quick assessment to ensure they are not in extremis they will wait in a second car spot near the ED

    Sorry, it was a rhetorical question. The problem is the technical one of limits of PCR in detection, sensitivity (and by Bayes’ theorem at this stage of our epidemic the majority of positives will be false – though this will change in he next few weeks) and delayed confirmation. Even using point of care testing in China was not sufficient to arrest spread outside Wuhan. The Chinese resorted to one shot CTs, which I think will have to feature in our strategies and is already being used in some places in NSW.

    The other big issue is that most of the presentations with clinical criteria of severe disease (ie need O2) will not be COVID-19, but will have to be treated as such until 3 swabs are negative. This is not going to be logistically supportable, even in major centres for long, and smaller centres will not cope. Transport is going to become a major issue. So is blood supply.

  14. I’ve recently been dealing with a tiny country hospital in NSW. Their plan is to have a drive-in service. Prospective patients will be directed to park their car in the rarely used ambulance bay while a nurse will come out to triage and take swabs.

    They’re doing exactly this in South Korea. No questions asked. You get the results in 3 days.

    Was on either the Seth Meyers or Colbert show. The punchline was that since America invented the Drive-Thru, it should work well there.

    I’m booked into a “tiny country hospital in NSW” this week for day surgery. Funny if our paths should cross.

    But let me add a bit of colour to my portrait.

    I know we treat, particularly GP’s very poorly. Like Lawyers and Journalists, they probably have had a bigger part in making their own bet than most professions, and none of the professions are going to get a lot of sympathy.

    The Dr is question, could have just said he was sorry, he’d made a mistake and I’d have felt sympathy for him. But he didn’t. He arrogantly attacked the Minister.

    Now the AMA has for a long long time loved nothing more than taking down a Labor Minister, it is class sport for them. They are a part of the ruling class in our sick, failing neofeudal society and they like to flex their muscle, that isn’t a big deal. It is like Murdoch using his media empire to sustain a failing, sick neofeudal society he happens to be at the top of. Until you’ve got your committee’s organised and your guillotines sharpened that is just the way life is. Let us all eat cake.

    What really makes me yammer is the contrast between the Doctor and the poor bastard in Hobart, who probably had almost no choice.

    If not him then the 10 of thousands of casual workers we’d like to stay home and away from us as we get our coffee’s and our lunches and our uber eats. Of course we don’t want to pay them to stay out of our way, and of course we want our fav establishments open, but the poor sick people should stay far away, and we don’t care if they can’t pay rent or eat.

    What chance have we got if not only have we created a society where the sick person with carona virus needs to come to work and cough on our desks in the evening, or morning, or whenever because they desperately need the money.

    Then to top off we have Dr idiot and a whole bunch of doctors coming out and telling these poor bastards that the same rules don’t apply to Drs, they are doing the right thing when they come to work sick. They have to. They are sooooo very important. Doesn’t mean they can decide they aren’t sick enough to stay home, that is only something important Drs backed up by Australia’s most ruthless union can do.

    So as I said sick neofeudal society.

  18. By the time the election comes about the country will be in deep recession. It will then be “all about the economy, stupid” and the Greens and their silly games will be irrelevant to everybody but themselves.

  19. Josh Frydenberg says the Morrison government will use the tax and transfer system to get financial support to Australian households as quickly as possible as part of a looming stimulus package to counter the negative economic impact of the coronavirus.

    Frydenberg hinted the government would roll out the first phase of assistance to households and business imminently, then likely revisit again at the May budget. He said the measures would be “scalable”.

    The treasurer said the virus had inflicted supply and demand side constraints on economies, including Australia, “and that’s where our package will be focused”.

    The government has signalled a new business investment allowance, a financial boost for pensioners through changes to deeming rates, and immediate support for small and medium-sized businesses will form part of the looming package.

    Advocates have also drawn attention to the government’s plan to scrap the sickness allowance, as part of a plan to roll seven social services payments into the one JobSeeker payment.

    That is due to take affect on 20 March, with those impacted being told to apply for the JobSeeker payment, which comes with mutual obligations those self-isolating will most likely be unable to meet.

    The social services minister, Anne Ruston, has already ruled out any changes to Newstart, saying any future raises to the rate would be part of measures separate to the coming stimulus plan.

    I wondered about how long we would keep doing swabs.
    My memory of the last big flu epidemic was that when it was in full throttle swabs were abandoned and there was an assumption that if it looked like flu and quacked like flu it was the flu. I understand that China eventually took this approach on the day of the great surge and started diagnosing on CT.
    But this epidemic will coincide with the flu and there are two issues – 1. treating with anti-flu meds will be useless for patients with proven Covid-19 and 2. If we are to cohort patients its important not to mix them up

    Without knowing the details of exactly what was said on either side, the Minister shouldn’t have wasted time directing criticism towards any one individual.

    Better to use the incident as an opportunity to stress whatever it is you actually want people to do. Like if you want everyone to stay away from work if they have any symptoms whatsoever, then say that (and say how long they should stay away for, and whether or not they should get tested, etc.). Or if you only want frontline healthcare workers doing that, then say that. Don’t make it about telling one doctor that they were careless.

    They surely were, but there’s no undoing that now. The best outcome is to raise awareness about what people should be doing, so that similar things don’t keep happening in the future.

  33. I think it’s pretty clear here who on PB thinks Doctor always knows best, and who gets a second opinion, especially when they don’t get any better (or indeed pick up a dose of flu on top of their ingrown toenail).

    Higgins is a high-profile GP at a glitzy Toorak practice, and he saw 70 patients while he had the flu.

    And it’s the Minister who needs to apologize?

    Oh… It’s the Labor minister!
