Electorate analysis: Jandakot was among the new metropolitan seats created by the one-vote one-value redistribution, and had earlier existed as an electorate in place of Murdoch between 1989 and 1996. It had a notional Labor margin of 3.7% on its creation, but this was accounted for by a 5.5% Liberal swing at the 2008 election. The electorate covers two clumps of southern suburbs which straddle the Kwinana Freeway, separated by Jandakot Airport and surrounding vacant land: in the north, Leeming, North Lake, South Lake and Jandakot; in the south, Atwell and Aubin Grove. The redistribution has moved about 1400 voters at the Murdoch end to Bateman, with no impact on the margin.
It initially appeared when the new electorate was unveiled that its Liberal candidate would be Murdoch MP Trevor Sprigg, so that Murdoch’s successor seat of Bateman could go to up-and-coming lawyer Anthony Jarvis. However, Sprigg died suddenly in January 2008, and Jarvis did not come forward as a candidate for the ensuing by-election. An initial choice for preselection, Matthew Norman, bowed out soon after citing personal and family reasons. The party then preselected Joe Francis, a naval officer who formerly worked “as a political staffer for various State and Federal Members of Parliament from 1994 to 1999”. Francis won promotion in June 2012 to parliamentary secretary for finance, commerce and small business.
Labor’s candidate for the coming election was initially Cockburn councillor Lee-Anne Smith, but she withdrew in August last year as she wished to focus on her not-for-profit group providing assistance to Aboriginal youth. She was then replaced by her campaign manager, Klara Andric, who “has worked for members of parliament both federal and state including working in the WA Premiers office”.
