Tarneit is an outer western Melbourne electorate that has been transformed by the creation of the new seat of Werribee, to which it provides about half its voters. The seat was created at the 2002 election in place of a previous incarnation of Werribee, which had in turn existed since 1976. Rapid growth at this end of Melbourne required an extra seat to be created with the current redistribution, so that both seats now co-exist. The old Tarneit provides the new Werribee electorate with Werribee proper and part of Hoppers Crossing, together with its coastal stretch at Werribee South. That leaves Tarneit with a core of 25,000 voters in the suburb of Tarneit and western Hoppers Crossing, to which the redistribution adds 13,500 voters from Altona immediately to the east. This transfer encompasses eastern Hoppers Crossing, the developing urban fringe suburb of Truganina, and industrial Laverton North. For all the upheaval, the Labor margin has only fractionally changed.
Tarneit will be contested for Labor at the election by Telmo Languiller, who is moving over from the abolished seat of Derrimut further to the east. The current member for Tarneit, Tim Pallas, will instead contest Werribee. Pallas became member for Tarneit at the 2006 election, having previously been chief-of-staff to Steve Bracks. Bracks insisted on Pallas being given a seat in factional negotiations, which ultimately required that incumbent Mary Gillett make way for him in Tarneit. Gillett had become the member for Werribee at the 1996 election, at which the Labor margin was reduced to a low ebb of 0.8% upon the retirement of Ken Coghill, who had held the seat in 1979.
Telmo Languiller was born in Uruguay, and migrated to Australia in his childhood. He rose through Labor ranks in the 1990s as an electorate officer to Deputy Prime Minister and Socialist Left figurehead Brian Howe, and then as chief-of-staff to Andrew Theophanous, the federal Calwell MP who was jailed for bribery and fraud offences in 2002. In league with Theophanous and his brother Theo, Languiller built up enough support in local branches to successfully challenge the preselection of Kirner government Agriculture Minister Ian Baker in the seat of Sunshine at the 1999 election. Now firmly aligned with Labor Unity, Languiller was promoted to parliamentary secretary after the 2002 election, and has also held the Acting Speaker position since 2004.
