Victoria Park is an inner urban electorate that extends southwards from the shore of the Swan River at Burswood through Victoria Park and Bentley to the northern shore of the Canning River at Wilson. Labor has held the seat since its creation in 1930, outside of 1945 to 1953 when William Read held it as an independent. The two previous members were both party leaders: Ron Davies, from 1961 to 1986, who led the party unsuccessfully at the 1980 election; and Geoff Gallop, who was Opposition Leader from 1995 and Premier from February 2001 to January 2006.

Gallop was succeeded at a March 2006 by-election by Ben Wyatt, a Director of Public Prosecutions lawyer whose father, Cedric Wyatt, ran unsuccessfully for the Liberals in the federal seat of Kalgoorlie in 1996. Wyatt won preselection with Right faction backing, and cemented his rising star reputation with his elevation to the front bench as Shadow Treasurer after the 2008 election defeat. However, his momentum was checked after he launched an abortive challenge to Eric Ripper's leadership in January 2011, having misjudged the strength of his support among the Right. Wyatt subsequently lost the Treasury portfolio, but retained it when Ripper was deposed by Mark McGowan in January 2012.
