Cottesloe covers the coastal suburbs immediately north of Fremantle Harbour, from North Fremantle through Cottesloe and Swanbourne, and the north bank of the Swan River from Mosman Park through Peppermint Grove to Claremont. The affluent electorate has provided a safe home for three long-term Liberal members, starting with Ross Hutchison from its creation in 1950, and followed by two party leaders: Bill Hassell from 1977 to 1990, and Colin Barnett thereafter.

Barnett served in the crucial resources and development and energy portfolios through the period of the Court government from 1993 to 2001, and assumed the leadership after its defeat. He moved to the back bench after failing to lead the party to victory in 2005, and appeared to put talk of a leadership comeback to rest when he announced his retirement in November 2007. The Liberals subsequently preselected Deirdre Willmott, Chamber of Commerce and Industry policy director and a former chief-of-staff to Richard Court. However, this was reversed after Barnett was prevailed upon to step back into the leadership after Troy Buswell's leadership imploded in August 2008.
