The safe Liberal seat of Carine covers northern coastal suburbs from North Beach to Marmion, and extends inland to the Mitchell Freeway to accommodate Karrinyup, Carine and Duncraig. Marmion has been gained in the redistribution, adding 2000 voters from Hillarys and shaving 3.0% from a still ample Liberal margin. The electorate was created at the 1996 election in place of the abolished seat of Marmion, which in turn replaced Karrinyup in 1983. Labor held Karrinyup from 1968 to 1974, but the three seats between them have otherwise been held by the Liberals since Karrinyup was created in 1962.

Carine was won for the Liberals on its creation in 1996 by Katie Hodson-Thomas, who saw off a strong independent challenge from Peter Kyle by a margin of 2.2%. Hodson-Thomas served on the front bench through most of the Liberals' years in opposition, but announced she was quitting politics on the morning Troy Buswell was elevated to the Liberal leadership in January 2008, complaining Buswell had subjected her to “inappropriate” remarks. She was succeeded as member for Carine by Tony Krsticevic, an Australian Taxation Office accountant who had earlier been preselected for the more marginal seat of Scarborough.
